Well, the dancer isn't traced by me personally. I've simply cut it out from a QT-clip, edited the frames in Flash and mounted the text.
It really is a quite simple animation tho. I believe you could just trace a filmed person with the pen-tool in Aftereffects over a few frames and then make it loop and turn motion-blur on.
